Application Process

In accordance with Executive Order 12353, voluntary health and welfare organizations can apply to solicit charitable contributions from Federal employees and members of the uniformed services at their places of employment or duty. These solicitations take the form of the annual Combined Federal Campaign (CFC)-the world's largest and most successful workplace giving campaign to which all nonprofit organizations recognized by the Internal Revenue Service (IRS) under 26 U.S.C. §501(c)(3) are eligible to apply.

Important Notes

  1. All organizations must apply each year whether they are required to provide a full application or a verification application.
  2. All organizations must pay the application fee whether they provide a full application or a verification application.
  3. Providing a verification application does not mean your organization has been automatically approved for participation in that campaign.

 

Type of Organization: Which application do I use? 
For the purposes of submitting an application, there are three categories of CFC-participating organizations, each with its own CFC application and supporting documentation requirements: 

  • Federations - a group of voluntary charitable human health and welfare organizations created to supply common fundraising, administrative, and management services to its constituent members; use OPM Form 1647-B.
  • Family Support and Youth Activities (FSYAs)/ Family Support and Youth Programs (FSYPs) - an organization on a domestic (in the case of FSYAs) or non-domestic (in the case of FSYPs) military installation recognized by the Department of Defense as providing programs for military families on the installation; use OPM Form 1647-E.
  • Independent Organizations and Members of Federations - all other organizations, both those that are members of one of the federations described above and those that are not (a.k.a. unaffiliated, or independent, organizations); use OPM Form 1647-A.

 

Service Area 
All federations, independent organizations, and members of federations are further broken down into one of three subcategories: 

  • National/International organizations provide services in 15 different U.S. states and/or one foreign country over the three year period immediately preceding the start of the campaign's application year.
  • International organizations are defined in regulation as charitable organizations that provide services either exclusively or in a substantial preponderance to persons in areas outside of the United States. These organizations must provide evidence of services in at least one foreign country over the three year period immediately preceding the start of the campaign's application year.
  • Local organizations are those that (1) have a substantial local presence in; and (2) provide services in the local campaign zone to which they apply. The services must be provided during the calendar year immediately preceding the start of the campaign's application year.

In all cases, de minimis services, benefits, assistance, or other program activities in any state, foreign country, or locality will not be accepted as a basis for qualification as a national or international organization. All FSYAs and FSYPs apply as local organizations.
